I watched the replay. It does indeed seem like he is cheating. He uses dust without any vision exactly where you happen to be. But so what? It's not like you can do anything about it.

From what I watched, the dire team did not use scan, and there was no sentry, nor creep aggro to cause both the movement or the usage of dust. Also, he seems to be hovering his cursor on me despite being unable to see me. @32:11
