Because Shadow Shaman is slow as hell and his spells are close ranged. If you walk up to the enemy, they will just turn away. A Force Staff is a good alternative.

Ikr, its almost as if a positioning/mobility tool is actually good on a fragile hero that requires good positioning and mobility.
i'd say in general, pos 4 shaman should go blink over force while pos5 shaman, which is much worse but also much more popular in low tier pubs, may get better results building forcestaff.

Pos 4 is not always about roaming, it's about getting more farm than the position 5,position five or more commonly known as sacrificial support doesn't farm items anything other than a simple save from glimmer or force staff, and pos 4goes for more greedy items like scepter blink refresher etc, like the yapzor Rubick
