Archon 1 star is probably average. Badges and MMR are still correlative.
That being said, I'd say the average MMR hasn't changed. A redditer looked into this, and got answers from 1000 different players, and was able to guess a rough chart of MMR to Badge.

T6 Ancient|4320 - 5189
