Deny if there's defenders or if the tower is going to hit it, Leave it alone if you push freely

I thought the exact same thing some time ago. I think that in early game is better to deny while in middle/late game is better to leave it there so the tower have to waste an hit on him.

When you're pushing a lane and you're almost at the tower with your creep wave, and there's a creep with very low hp in the wave, but it's not in front, is it more beneficial to deny it and get more xp, or leave it alone to add more pushing power?
