No they're not. It's a ratio for comparison of items in the same class and price range. The greener the item and the higher ratio, the more valuable that item is.
Seriously, this is an incredibly pointless table. It tells you nothing that can be used to improve winrate...
I don't think it's pointless. It actually reveals a lot. For example, by just looking at it you could realize how valuable and bargain purchases Shiva, Skadi, Butterfly and AC are. I think it could be even more useful if calculated for every hero separately.

Yes, some item are better than others for its price but buying some items just because you think it's "good" solely based on statistics is stupid
its like saying satanic is worse than heart, when clearly satanic is the game-winning one in many cases.
it is pointless - the value of an item is a function of the game it is in and the moment of that game. the "situational" value of an item far exceeds the intrinsic balance between items.
Exactly Rocket, that's a good argument, and I thought about that too. But at the same time it's wrong to argue that there is a perfect balance between items and prices reflect exact intrinsic values. And the point of this ratio is not to determine the final purchase decision by itself, but to demonstrate that imbalance.

This ratio shows for every gold spent, how much win rate that item grants in general. In other words, which items are bargain purchases. For example, two comparable items like Heart and Satanic, have a ratio of 128 and 118 respectively, which suggest that Heart grants more for every gold spent than Satanic in general. Or why Helm of the Dominator is such an op item in patch 7.01(in its price range). This ratio could explain some pro players item purchase behaviour as well.
