If tinker could rearm necro book, you'd probably end up feeding 8,000 gold worth of necros summons within an hour.
a lot of other unit summon abilities work this way, too. LD can't summon a second bear once summon bear comes off cooldown. Visage can't summon an infinite number of familiars for the same reason. Lycan can't summon more than two wolves for the same reason. Some summons don't work this way; NP's treants, Enigma's Eidolons, Brood's spiderlings. Every summon skill should specify in the skill text whether there is a per player max on the number of summoned units.
for necro book, it's the number of summons per summoner. So Arc Warden can use two necro books because his tempest double uses one and he uses the other. LD similarly can have two necro books, since he can use one on his main hero and have his bear use one, too, but you'd have to actually purchase two necro books to do that, which is very expensive.

thx for the info, but i dunno why valve banned the rearmed necrobook. u know, just 2 small soldier instead of 800 burst dmg that can be refreshed or ethernal chicken. are u can giv me the logical explanation on this? thx sir

Plus, you seem to underestimate a lvl 3 necrobook.
^sorry, but i dont underestimate it. its just tinker uniquess is on his rearm, wich if necrobook have rearmed it will make new tinker with pusher meta than his common burst dmg meta. whatever, its okie then.
If you Want push just pick Lone Druid and invest in 4,6 gold in a Necro for bear and druid then wat for the ulti use roar and take all the towers. :)

Im just found this lately that tinker cant rearm necrobook. u know, this items isnt like Black King Bar, Arcane Boots, Helm of the Dominator, Hand of Midas, Refresher Orb, and Linken's Sphere that we know its will be OP if get refreshed, even travel, dagon, hex, and ethereal its already OP with rearm. u know, its just 2 small soldier for push, but valve forbid it to get reamed. u guys know the reason? damn i bought it on the last games and ended up sold it back.
