it's not just about win rate

it's about your performance against enemies of X mmr, even if its unranked, theres hidden mmr.

if you can't go 20-0 or some shit against these 2-3k players the system sees no need to bump your hidden mmr to vhs

If u make new acc it doesnt put i at high mmr just cuz ur winrates good. Ur winrate is good at ur 2k bracket not at high mmr
