Yeah the change is a little weird.
I suspect that Valve locked the primary language because a lot of players selected english in Source 1 to find matches faster, even though they can't or don't want to actually use the language.

That's really weird. I thought the primary language would depend on region for everyone, because mine has spanish as the unchangeable one.
As for SEA server we have 2 primary; english and chinese but now it is set to english as primary

Before reborn, I used to select Chinese only* as my primary language to play Dota and it was worth it.
But now on reborn, by having the unchangeable English language set as default, it almost impossible to have a team that not consist of multiple region.
Hope valve do something about this.
English is primary is a cancer in SEA server.
p/s; putang ina mo only exist if you select English language.
