For those who didn't fix the problem, try to do this, it worked for me:
Dota 2 in Steam library - then hit the properties. - Local files - verify integrity of game cache
It'll check some shits. Let it finish. It'll download some shits if it miss some shits.

While I'm in Reborn Menu, I got cursor. When I load and start the game, cursor is gone.
Tried to remove shadows under mouse settings, didnt work.
Anyone?
