I dont know, its 5900 and for relativly the same price you could get abyssal/sheep which i think is overall better.
How is abyssal comparable?
for that almost the same price , abyssal gives 85 dmg , which is nice , BUT THE FUCKING OVERWELM, gives u a 2 sec STUN BKB-PIERCING SHIT, so useful against 6-slotted carries.
u know how cruial 2 seconds of disable is to a full slotted enemy carry?
sheep is literally good on any hero, 3.5s hard disable with a good cast range. octarine isn't.
on bristle back it is scary good It's lifesteal stacks with stacks and will lifesteal off of shots from the back
i'm just going to say it, i thought the item was underwhelming compared to its hype
for heroes that benefit from it (apart from bristle) you need a bloodstone and probably some sort of mobility item first, and even then a sheep is still probably better. if you build it you've probably already won the game off the back of your bloodstone. if you're completely honest with yourself, there's not many games where octarine core actually wins you the game. it's good, but i don't think it's game breaking or anything at all
you don't necessarily need bloodstone. bloodstone gives you mana regen but the extra int (and therefore mana) from octo is sufficient and comparable to the extra mana that bloodstone will give in a fight. look at a few of the common octo carriers on dotabuff.
like on lesh you just need to be full mana before a fight starts with octo and you're good to go. bloodstone just means you don't have to go back to base after every fight.
a necro won't need bloodstone, death pulse doesn't use that much mana and you get your mana back from sadist anyway. you're not gonna run out of mana in a fight because you got octo instead of bloodstone, and you're gonna be more likely to win it because you're spamming more heals and you're more tanky from the lifesteal.
lina doesn't, she has high int gain and her spells have comparatively long cooldowns compared to other bloodstone carriers.
when have you last seen invoker get a bloodstone. most if not all would rather have a hex or refresher. there are plenty of heroes that would get octarine but not bloodstone.

with more context, i.e. it's cost, other items that a hero could pick up instead of it and the abilities that are being reduced in cooldown, it's not OP. if it was OP it would be gotten by every hero over every other ~6k item in it's price range. e.g. blink dagger before damage used to disable it, or when it had 0 mana cost + before euls cancelled it.
e.g. i could say abyssal blade is OP on tinker because it's a 2s disable that goes through BKB that he can use repeatedly, but with more context - it's 6750g and hex is a better alternative for like 5 other reasons, and the fact that linkens / lotus exists means it's not OP.

Was to lazy to list the context of how this item is op, making the topic vague but in some way yes it is near op on some heroes in the ultra late game. I mean it gives 25% lifestealer and 25% cd reduction for no recipe, definitely good value. A timber saw with sceptre, bloodstone, shiva and octarine core is near unkillable in a team fight. The point I'm making is the item is too cheap.

Octarine is shit they need to buff its like situationally viable on some heros. From the new items cloak and silver edge are much better.
