You can still use -override_vpk, but only for private lobby games.
They've added -enable_addons, which is basically the same thing except valve white-lists what features can be modded and what can't. This means you'll be able to customize non-abusable things like ability icons, the minimap, etc.

They basically changed the command to enable_addons .
