The cause of Interpolation issues is usually a connection issue. Maybe try to monitor your connection with net_graph console command.
Also there are some other network commands to adjust how the game communicates with the server. Might look into them as well (easiest way to do it is to change the Network setting the options)
The ping is 30 stable and lerp is 33. the other numbers related to network i don't know what they mean
I have that problem as well. It started when the sea server died and all the pin oys invaded the Aus servers
I find that sometimes if I have the steam store window open in the background I get random frame skipping in Source and Unreal Engine 3 games.
No idea why it happens , but closing it seems to help for me.
All of my matches today despite having 80 -100 ms only seem to be laggy as you described. Also i asked in all chat in all my games and it seems everyone is experiencing this in SEA.

It's not even proper frame skipping, it just looks like it. It's weird, it looks like some kind of interpolation issue where the model doesn't choose a specific location to be instead alternating between two places. It also happens sometime in form of jerky animation. My ping is 30 ms, anyone have a clue on why this happens? My v-Sync is enabled, 60 FPS stable, it even shows 60 fps while this is happening.
