@IM they are making new heroes is just that they have to release every hero in dota 1 1st b4re moving on but since they are too slow or lack of staff that will only happen like 2 years maybe ...

Porting a hero isn't the same as designing a new one since you have existing data to work with, plus you can separate different jobs for different people to work on. For the existing ones, you need to make the lore, code the abilities into Dota2 and make a character design based loosely on the existing hero in Dota1. Hero design will require what I just mentioned AND gameplay design.
It's oracle for sure.
With the old "techies hack" you could play it against bots when techies got released. Now got fixed.

Lets end a little of this argument here.
1. The Dota2 Valve team is actually really small (4-5 people as wave said) however they do have external contracts with people for stuff but this is mostly design related and cosmetics as the game is pretty up and running so doesn't require more than a couple people to bug fix stuff from time to time.
2. Making a new hero would require a lot more work than redesigning an existing one, all the difficulties you described would have to be worked into a brand new concept whereas the concept for existing heroes already exists so all they have to do is simply replicate the skills, what they do, and then get Cyborgmatt or someone else to take the existing look and assimilate it into the Dota2 design model.

..so what you're saying is that if they make a brand new hero they don't have to do any of the above? No lore? No Abilities? Either way they will have to code abilities, write lore, and create a character. At least with Dota1 they have a basic ideas' template to work off of.
Also just watch Cyborgmatts stuff he test heroes all the time and I have seen Pitlord and Oracle being played around with.
