DT Club just didnt have enough dmg for single target Newbie hero (dont remember what hero it was), so he bought Aghanims so Luna's ult could hit 1 target more then 4 times. It worked out perfectly. It's seems its actually legit if you lack right click dmg against no bkb or 4 sec bks heroes. Imagine all 12 beams land on one hero which means 12*300 dmg = 3600 dmg.
the only situation i found legit for a luna to buy a scepter is, she falls behind from farm but theres another carry in her team and the carry is not feeding or sumthing, then u could go for scepter, ask team to force teamfights, wait for enemy bkb to wear off and go in eclipse. Tbh picking luna is not really a bright idea
