I know of people playing in 4k+ MMR with that kind of ping. (They learn to adjust/predict when opponents would hit creeps etc so they can still last hit). I mostly play with that kind of ping (although I'm only 3.4kMMR). 17-22 FPS is really bad though. Do you have that even on ultra low settings?
you're definitely hindered by your pc but it's not the sole reason that your mmr is limited. you can still rise in mmr, but it may be slower. you may have games where you didn't have a big enough impact due to your lag, causing a loss for example.
its not impossible for you to be good at the game and be playing at a disadvantage due to computer performance issues though, you'll just get used to it and develop better map awareness and learn to react before an actual event happens, so that when you do get a better computer, it'll probably seem like you suddenly have much faster reflexes and reaction times.
I played World of Warcraft with 2 FPS, it's not a problem at all. I had high rank 2x2 arena team and killed some raid bosses also.
P.S. The only bad thing is that you killing your PC, because it obviously can't handle this kind of GFX.
I think it really matters on what server you play.. I get 5~30 ping playing in Korea, while in South East I get 90~120 and when i play US West, I get anywhere from 140 ~ 250. So it really matters on what server you play.. thats what ping is all about.
im just ok at 20 fps, but when i have a teamfight... not funny at all
Yeah all in low but shadows and textures are in medium, i can run battlefield 3 with the same fps in low. So i think its a dota thing.
FPS has no impact on fun. If you kill raid boss or defeat enemy arena team - it's fun.
But latency is important. You can adjust to low FPS, but huge delay will ruin everything.
And here I thought my 300+ ms ping and constant 13-17 fps (Prolly lower in teamfights) was decent for a shit pc... Im barely 3k mmr though..
how can you be 3k on an account that only has 27 hours played, you won't have access to ranked. otherwise it sounds like you're a smurf who received a shit mmr that s/he didn't like on his/her main account and is now making a new one.
i got 15-20 fps always but at least my ping is good (50 EU east, 60 EU west), that said im 4.1k so its not that big of a deal
I played on a horrible laptop and had 4k. But better setup will definitely help your performance, and you won't know your peak until you graduate from shitty computers

no fun to play against mentally challenged people i dont think i ever saw player that has 5k mmr in rus servers
60+ fps for me. 165ms on EU server. 4.1k mmr.
Really low fps sucks the fun out of the game though. Get a new pc.
You fps shouldn't really hold u back if it's 20+. Your ping might though, that's a pretty big delay. You really want that ping under 100.
IMO, you are at a severe disadvantage if your computer freezes inconsistently. When action is about to occur/etc. One thing on a laptop, get off of wireless. I have a beast of a machine on.. wifi, can't run cables to it, and the lag you get from retries over wireless hurt bad. When a blink comes on you and by the time your client resolves the lag, they already had another ability and an attack off before you move your mouse.
So if you can, plug in on ethernet to your router on your laptop, and it will get rid of the retry spikes.
Sometimes when I run another progress on background and there is a fight my fps drops from ~60 to 0 then the monitor freezes. I've lost a game because of that.
I can't play on russian servers, it just kicks me when i try to, so no fun for me. And also, i play dota using a touchpad. But overall i have nice fps.
the problem is not the high ping but the stability of it. if it jumps around from 100ms to 500ms randomly you are fucked. u can still play fine on 250ms. low fps is annoying imho, the difference between 60fps and 20-30 is clear as night and day

Know how to play is the most important, but How many ppl in good MMR play in a shit pc like me?
