Back in the days when I played Lina I went Arcane -> Bloodstone, mainly cause I always playing Lina as a carry.
Now I'd go Arcane or Treads.
Phase sounds awesome if you are playing her as a semi carry cus it'll stack nicely with fiery soul but you have to remember her ult has ridiculous mana cost, it's like 68% of her base mana pool at lvl 16. So getting some more mana plus much needed regen is probably better.
Depends, really, but mostly Mana boots because her ult requires a boosted mana pool for a long portion of the game.
If you were going to get treads or phase because you feel your pool is adequate, why not keep it at brown boots and save for something more expensive like Aghanims/Euls/Atos/Sheep?
As for why you would choose treads, well, you get good attack speed with treads + fiery soul so you can counter Phoenix pretty well, or something like that. More HP doesn't hurt at all.
Support Lina go arcanes 100%.
Treads is also viable because of the STR treads and bounus HP.
Tranquils is also pretty good, its the perfect support boots, since supports have tons of downtime, its cheap and free regen.
Phase is least viable but sometimes useful for positioning.
Lina has FANTASTIC int gain, just like pugna, so you can get away without getting mana items
