most kills record means nothing actually. you can fountain farm even decent players forever if your team doesn't want to end the game.
Well it is legit, all you have to do is create a 5man stack and play in the shittiest region of them all and then pray to God they wait for you to end when you're going to fountain farm them instead.
1. create a stack
2. queue late at night when no decent player is around
3. find the shittiest server (Australia in this case is one of the WORST, possibly the worst)
4. have fun with your inflated winrate

Unless he plays in LPQ or stacks with friends that throw other games to reduce their mmr, I don't see how this would affect his winrate. A condition of minimum MMR would do the trick though.

2. minimum 100 ranked matches played and at least 70% winrate or higher in ranked matches to prove you're not an abuser or cheater because RMM is full of tryhards and good players.
Why would you add these "filters"?
For example, you have this shitter who plays in Australia and 5 man stacks late at night and the sad thing is, his KDA and hero performance is lower than those with 50% winrate overall. Can you find one ranked match in his matches? No, he's too scared to find one because he's inflating his own winrate.
