well oracle is shit, very very situational, to remove buffs/debuffs.
Before he was very strong early, similar to skywrath, but after nerfs... he is ok early at most, and pretty much useless late.
Well he does have 41% WR, what did you expect :)
His main problem is that he does SO much that it is often difficult to know the right way to use his spells:
When chasing do you channel Fortune's End fully or just pop it right away? When chased do you purge debuffs or root enemies?
Do you Fate's edict the enemy carry so he doesn't attack but also make him magic immune? When your core is getting nuked do you make him magic immune but take away his ability to attack? Do you keep it off CD so you can use it to combo with Purifying?
Do you nuke with Purifying if you aren't sure you can get the kill possibly saving the enemy in the next 3-5 seconds?
Do you False promise to remove some heavy CC or keep it to keep someone alive. Is the person that you False Promised smart enough to know when to keep fighting or when to run? After you False promise do you spam Purifying flames? Do you Fate's as well?
These are all difficult questions to answer at the heat of battle and you can even see pros misplaying with Oracle all the time (when he was played). TBH most of us are better off with some reliable, simple mechanic that can't backfire. You know your hero's limits and not trying to go for "the plays" will actually win you more games.
HOWEVER even if you are the worst Oracle on the planet it's super easy to use him to counter DS, LC, Bounty, Techies, Necro etc.
This hero was good when he was first introduced. His ultimate was particularly useful. 9 second duration on a 20 second cooldown, plus it granted invis. Was the only support who could actually save himself from being picked off by a snowballing carry. Could use it to set up a ward without enemy seeing you. Meant that his healing combo would heal twice as much. Etc.
Now it's what basically little more than a press the attack+shallow grave with 4 times the cooldown. Add no CC and a spell which gimps your carry if you cast it on your carry to make him magic immune and makes your enemy carry magic immune if you want to disarm him and you have the absolute worst hero in Dota. I haven't won a single game with an oracle on my team after the 6.83 patch.

they nerfed him a bunch and they won't turn him into a permanent carry support for no reason. and he's so fragile and easy to kill plus his ult is a punching bag if your hero isn't healed much
I remember arguing that he was dogshit on reddit (of course) before he was released into Captains mode. People would just say "oh he is only game losing because people don't know how to play him" as if he had been out for a week rather than a year and "when the pros play her on a team that knows what they are doing you will see how strong he is".
Then he got released into captains mode and promptly did as bad competitively as he did in pubs. Roughly a 40% winrate across TI5/6 all the other tournaments etc. Same as his pub winrate.
And look at his talents - useless junk which other heroes get strictly better versions of. About the only thing useful or which half a dozen heroes don't have a better versions of is the increase to false promise duration and even then that's like nothing compared to +2 second chains.
his spells never pierced immunity afair (or at least after rework which included dispel on only first tick of ult and edict not giving extra damage from anything but magic, before this he was ultra broken and dd-sama got to 7k using old oracle afair)

anyways Fortune Ends and Fate's Edict no longer passes through spell immune heroes now its impossible to initiate and stop a gank like lifestealer and bkb users and Purfying flames isn't enough to heal and harm unlike omnknight plus its dispelable. while false promise is a good.. space provider only? wtf like WK's aghanim scepter is better than that.
