Higher efficient APM = Faster (better) player.
That's plain and simple.
The problem is how do you differentiate efficient apm from spam apm ?
So the stat as it is, is pretty pointless. Starcraft 2 tried to create an EPM stat but it was still pretty pointless.
But even just normal apm, on AVERAGE higher apm = faster player. But that's an average, which assumes the average player isn't spamming.
But let's not forget being faster doesn't make you necessarily better. You can have a 2k mongol who feeds but has 200+ apm and checks everything on the map, or a 100apm 6k who just very efficiently looks at the minimap and clicks.
Go player perspective Miracle- and then go player perspective some MVP player.
The skill level is the same, but chinese tend to be crazy camera and spam click. Probably because a lot of them came from SC2.

Pointless stat?
Would maybe be more useful if movement clicks were ignored perhaps. If you turn auto-rightclick on you get a lot of excess APM reported by dotabuff....
