they need to take his silence away, and replace it with a skill that "confuses nearby enemy heroes and units causing them to run around aimlessly for 3 seconds" (radius 500) or some shit so people cant just stand still and you cant just instantly rape him.
not really, you just need to know how to play him well. thirst just makes him awesome for chasing down other heroes. you might need some dps items tho

If I would ever pick bloodseeker, I would definitely build Eul's to setup silences (and more ms, mana regen...)
Imagine if you walk onto the bloodrite, your feet get blood on them and you can track those enemies down. With a movement speed buff, perhaps. Invis heroes etc. lol

@ Silenceinaction I really hate how they use winrates as means of balancing a hero as well, this only makes sense if they base winrates off of the highest MMR players. It should be 50% at 6k+ MMR. In lower mmr games there should be heroes that win significantly more than others for the simple reason that you need more tools to deal with shit teammates. There should be heroes that stomp pub games better. And response to Faye, I intentionally feed on this account because I got LP.
Back to the bloodseeker issue. The hero is never used in high MMR games for a pretty good reason. It only works to stomp noob players, and there are still much better heroes for this. If you look at the standard build guides for bloodseeker, they all involve blademail builds which in my opinion only works vs complete retards. Nobody attacks people that pop blademail in higher mmr games. Bloodseeker has no taunt. If anything, blademail just buys you a few seconds where people cannot attack you. Which can be useful, but is far from an ideal way to play the game. And his HP pool is so low that alot of heroes just attack you anyways and still kill you. The other issue I noticed, was that when his passive is not engaged he is actually a very slow hero. I had a SNY and got chased down by a fucking deathprophet for like 7000 units with no phaseboots or any movement speed items just treads. This makes absolutely no fucking sense.
The reason I think his second skill needs to be reworked is because the silence makes no sense with the hero. There is no real synergy with his ultimate. Too many heroes can just stand still inside the silence when ulti'd and just auto attack you back if you try to kill them. I understand you can get ganks on squishy heroes... but so many heros can do this much better. If they reworked it to something like what I mentioned above, you could force people to walk around and actually take damage from his ultimate. It would be more useful for initiation than the silence. It wouldnt be unbalanced and would all around make the hero more useful.

He is fine, buy a blademail and he turns into a truck early game, them go for sange ( into yasha or halberd), if you want you can even buy a midas.
If you are going to make him support then his thirst ability needs to be reworked into something like "blood frenzy" ie an aura with half the effectiveness or something like that. Enemy team gets low = bloodseeker works team into blood frenzy (provides 900 range aura with extra attack damage/movespeed at rates of maximum 5/10/15/20 per enemy hero).
Even then you'd still have a greedy melee support who needs levels to be effective but shitty laning and no way to help his team in the early game.
He is so shit right now that even slark and am don't care about him. Only way i see him rising again is bringing back his 6.84 thirst , reducing his stats gain and making his others skills weaker or sth. Right now thirst triggers so rarely during early-mid game and causes bs not to be an issue at all. Thirst is the strongest during the first 20 minutes, not to mention that even when he was considered overpowered he was easily beaten by organized teams and harder carries.
Check io winrate.
Im pretty sure everyone knows He maybe the strongest of all heros if played by the right guy.
