From what I can tell it’s about net worth and experience. If the exp is even but ur ahead in gold, it might end up saying the lane is drawn.
No it doesnt.
Start using stop animation button while trying to cs, pull aggro a lot. If your pick counters theirs, play aggresive. Deny a lot.

I just dropped 1k mmr in this 1 month -
I notice i'm decently ok in farming
But I rarely win/lose the lane phase = which means I usually end up drawing the lane.
What does winning the lane means according to dotabuff?
I've tried outkill/outfarming them, but it seems the difference is very minor
